Weatherization Grant Program

The City of Douglas has grant funding to assist qualified senior city residents with  limited weatherization improvemenimage of house with cooling and heating iconsts to their home.

  • Adults 55-64 years of age may qualify for 50% Grant and 50% Applicant Match.
  • Adults 65 years of age or older may qualify for 75% Grant and 25% Applicant Match. 

REQUIREMENTS:

  • Must live within the city limits of Douglas and be a U.S. citizen.
  • Must provide proof of home ownership.
  • Must occupy structure as a primary residence.
  • Must provide proof of insurance.
  • Must provide proof that property taxes are current.
  • Must be the Utility Account holder or listed on the utility accounts.
  • Must be current on Utility account and not a City of Douglas Utility Payment Plan participant.
  • Must provide (3) three quotes for proposed items and work.
  • Must allow qualified city staff to conduct an energy audit to determine the needed improvements.
  • Must disclose conflict of interest.
  • MANUFACTURED HOMES are eligible, provided they are permanently affixed (made substantially immobile by the use of brick, wood, or masonry underpinning with wheels and axles removed.
  • RENTAL PROPERTY is not eligible.

Eligible Energy Items:

  • HVAC Replacement—(1) per structure or (2) per split-level structure.
  • Attic Insulation & Ventilation
  • Interior/Exterior Doors
  • Windows and/or caulking or sealing existing windows.
