[ARCHIVED] Public Hearing: Text Amendment to the ULDC regarding Ice Vending Machines

Public Notice

The City of Douglas hereby notifies its residents and interested parties of a proposed text amendment to the City of Douglas Code of Ordinances, Unified Land Development Code, concerning the permitted zoning districts for ice vending machines.

“AN ORDINANCE TO AMEND THE CITY OF DOUGLAS CODES AND ORDINANCES, CHAPTER 111, ARTICLE VII, SECTION 111-257, ICE VENDING MACHINES; TO ADD THE N-C (NEIGHBORHOOD COMMERCIAL) ZONING DISTRICT AS PERMITTED; TO CORRECT ALL REFERENCES TO THE C-G ZONING DISTRICT TO REFLECT THE PROPER DESIGNATION OF G-C THROUGHOUT THE CODE OF ORDINANCES; TO PROVIDE FOR AN EFFECTIVE DATE; AND FOR OTHER PURPOSES”

Chapter 111 of the Code of Ordinances of the City of Douglas, Unified Land Development Code, Article VII, Section 111-257, relating to Ice Vending Machines, will be amended as follows:

1. All references within the Code of Ordinances of the City of Douglas to the zoning district designation Commercial General “C-G” are hereby corrected to reflect the proper zoning district designation of General Commercial “G-C.”

This correction is intended to remedy a clerical (scrivener’s) error and shall not be construed to create, establish, or recognize a separate zoning district distinct from the G-C zoning district as defined in the Unified Land Development Code.

All such references shall hereafter be interpreted and enforced as referring to the General Commercial “G-C” zoning district.

2. Section 111-257(a) shall be revised to add the N-C (Neighborhood Commercial) zoning district as a permitted zoning district and shall read as follows:

Section 111-257. – Ice vending machines.

(a) Ice vending machines are permitted in the N-C, G-C, G-W, M-1 and M-2 zoning districts.

(b) The lot shall include a 15-foot landscape buffer around the ice vending machine, excluding ingress and egress.

(c) The ice vending machine shall be set back a minimum of 50 feet from any residentially zoned property.

(d) Two parking spaces shall be provided, plus one additional ADA accessible parking space.

The Planning Commission will discuss the proposed text amendment at its regular meeting on February 23, 2026, at 10:00 AM, at City Hall, located at 302 S. Madison Avenue, Douglas, Georgia 31533.

Notice is hereby given that the proposed text amendment will be read for the first time at a regular meeting of the Mayor and City Commissioners of the City of Douglas, Georgia, on March 9, 2026, at 6:00 PM, and will be read for a second time, followed by a public hearing, on March 23, 2026, at 6:00 PM, at City Hall, located at 302 S. Madison Avenue, Douglas, Georgia 31533. After the public hearing, the ordinance will be voted upon at the regular meeting of the Mayor and City Commissioners. Anyone interested in said ordinance should attend the meeting on the above-stated dates.

A copy of the text amendment may be reviewed at City Hall in the Community Development Department, Planning & Zoning Division, 302 S. Madison Avenue, Douglas, Georgia 31533, between the hours of 8:00 AM and 5:00 PM, Monday through Friday. Holiday hours may differ.
